Govt Scraps Women’s Quota in Primary Teacher Recruitment, Check New Rules

Women Quota Scraps in Primary Teacher Recruitment

The Bangladesh government has officially scrapped the special quota for women in primary school teacher recruitment. Ministry of Primary and Mass Education has introduced a new merit-based system with limited reserved quotas.

The information has officially confirmed on August 28, 2025. The announcement came through a notification issued by the Ministry of Primary and Mass Education.

According to the notification, the revised policy will be known as the Government Primary School Teacher Recruitment Rules, 2025. This new rule will be applied for new recruitment notification. Under the new guidelines, 93 percent of all positions will now be filled purely on merit. Other 7 percent will be reserved under quota categories.

The quota distribution is as follows:

  • 5% for children of freedom fighters, martyred freedom fighters, and Biranganas (female freedom fighters)
  • 1% for candidates from ethnic minority groups
  • 1% for people with disabilities and third gender candidates

The authority stated that if no eligible candidates are found under quota categories, those posts will be filled based on merit.

Recruitment will be organized mainly at the upazila level, and in some cases at the thana level. Teachers will be appointed through both direct recruitment and promotion.

On the other hand, subject-based reservation has been introduced:

  • 20% of positions will be reserved for science graduates
  • 80% for graduates from other disciplines

For the first time, separate positions have been created for music and physical education teachers.

This marks a big shift from the 2019 policy. Under the previous rules, 60% of assistant teacher were reserved for women, 20% for men, and 20% under the dependent quota.

With the new system, the Government Primary School Teacher Recruitment Rules, 2019 will no longer apply.

The new policy shows a move toward a merit-first hiring process, while still keeping space for certain quota groups. It also opens new opportunities in specialized areas like science, music, and physical education.
